When Work Becomes "SOE" Easy

The Singapore Government can look forward to enhanced operational efficiency among its agencies, with the implementation of Standard ICT Operating Environment (SOE) from Year 2007.

A first for Singapore's public agencies, SOE is an initiative which targets to homogenise, consolidate and demand aggregate all desktops, messaging and online collaborative tools, and network environments across the public service. After the implementation period, agencies can fully utilise and benefit from integrated ICT services and allocate ICT resources optimally. The unprecedented move also targets to bring about significant cost savings and maximum agility for the public service.


Under SOE, public officers in different agencies will find it easier to collaborate with one another.

Benefits of SOE
The implementation of SOE will allow ICT personnel to focus on strategic ICT functions and agency-specific business needs instead of being caught up in routine operations. At the same time, agencies can enjoy greater agility in their daily job tasks as work processes become standardised and simplified.

There will be minimal disruptions to agencies' operations as the main changes are done at the back-end infrastructure. Here is how the SOE initiative will help to make work in the public service "SOE" easy: 

1) More Efficient Deployment of ICT Services
SOE will potentially reduce the time needed to deploy new ICT services in the government through simplifying the ICT operations and support of desktops and networks. Under SOE, ICT problems or deployment of software patches and upgrades can be handled immediately through remote support or self-help portals. This in turn, saves time and eliminates disruptions to the work process.

2) Easier Collaboration Among Users
Public service officers will have similar navigation features on their desktops and enjoy smooth inter-agency collaboration. Collaboration tools such as instant messaging and whiteboard sharing will be offered across the public service, allowing real-time discussions via a common online whiteboard.

3) Enhanced ICT Security
With the implementation of SOE, end-users can expect to see improvements in the ability to respond to security threats. There will be an up-to-date suite of security software and agile management of ICT security services. Anti-virus patches and software upgrades can be deployed automatically to all desktops and servers in the event of a virus threat and information will be automatically backed up in a central backup infrastructure at regular intervals.

Users can look forward to enjoying the full benefits of SOE when it is fully deployed to all Singapore Government ministries (except Ministry of Defence and her statutory boards), departments, organs of state, and statutory boards.
