Next Generation National Broadband Network (Next Gen NBN)

Overview

Singapore's Next Generation National Infocomm Infrastructure comprises the ultra high-speed Next Generation NBN and the pervasive Wireless Broadband Network (WBN). The Next Gen NBN will entrench Singapore's Infocomm hub status and open doors to new economic opportunities, business growth and social vibrancy for the country. Next Gen NBN will be capable of ultra high speeds of symmetric 1 Gbps or more, with initial provisioning of 100 Mbps.

Riding on the Next Gen NBN will be a myriad of services that will empower business users as well as Singaporeans at homes, schools and learning institutions.

Enterprises and consumers can look forward to a range of new and exciting Next Gen Services such as telehealth, high-definition videoconferencing and immersive learning applications from as early as 2010. Companies are welcomed to register with the IDA if they are keen to develop potential services on Next Gen NBN.

Award of Next Gen NBN NetCo RFP

The OpenNet Consortium has been selected as the NetCo for Singapore's Next Gen NBN. As the NetCo, OpenNet will design, build and operate the passive infrastructure of the Next Gen NBN that will be capable of delivering speeds of up to 1Gbps and beyond. Consumers and businesses can look forward to accessing the all-fibre network from as early as 2010.

Extension of Proposal Submission Deadline for Next Gen NBN OpCo RFP

The deadline for proposal submissions for the Next Gen NBN Operating Company (OpCo) Request-for-Proposal (RFP) has been extended to 14 November 2008.

Next Gen NBN NetCo RFP - Update on Infinity Consortium

Infinity Consortium, one of the two bidders for the Request-for-Proposal (RFP) for the Network Company (NetCo) for the Next Generation National Broadband Network (Next Gen NBN), has submitted a request to IDA to change its consortium lead and composition.  As provided for in the NetCo RFP, any changes in consortium lead and/or membership are subject to IDA’s approval. 

IDA has reviewed and accepted Infinity Consortium’s request for City Telecom (H.K.) Limited to cease to be a member of the consortium and for StarHub Ltd to replace City Telecom (H.K.) Limited as the consortium lead.  IDA has also approved Infinity Consortium’s request for Qatar Investment Authority to be a member of the consortium.

With these changes, the Infinity Consortium is now led by StarHub Ltd, with MobileOne Ltd and Qatar Investment Authority as the other two members of the consortium.

IDA is currently evaluating the bid submissions from Infinity Consortium and OpenNet Consortium for the Next Gen NBN NetCo RFP.  As previously indicated, the results of the Next Gen NBN NetCo RFP are expected to be announced in the third quarter of 2008.

Close of NetCo RFP

The NetCo RFP for Singapore's Next Gen NBN Network was issued on 11 December 2007. Interested private sector companies and/or entities were invited to submit their bids to design, build and operate the passive infrastructure of the Next Gen NBN. The NetCo RFP closed on 5 May 2008 with submissions from the following:

With the launch of the RFP for the Next Gen NBN OpCo on 7 April 2008, IDA conducted an exercise to qualify interested candidates to participate in the OpCo RFP as Consortium Leads. This qualification exercise took place from 7 April 2008 through 23 April 2008. These successfully qualified companies, which had been pre-qualified in an earlier exercise from 3 through 17 March 2008, are found in the following Table.

Launch of Next Gen NBN OpCo RFP

The IDA launched the Request-For-Proposal (RFP) for the Operating Company (OpCo) of the Next Generation National Broadband Network (Next Gen NBN). The OpCo will design, build and operate the active infrastructure of the Next Gen NBN and will play a pivotal role in bringing about a competitive and vibrant broadband market for Singapore.

Results of Pre-Qualification Exercise for Next Gen NBN OpCo RFP

In anticipation of the launch of the OpCo RFP, IDA embarked on an exercise to pre-qualify companies wishing to participate in the RFP when it is launched in the second quarter of 2008.  The exercise commenced on 3 March and the closing date was 17 March 2008, 4pm.

IDA commenced the formal RFP for the Next Gen NBN with the launch of the NetCo RFP cum Qualification on 11 December 2007. Interested companies could apply to qualify as consortium leads for the NetCo RFP and the deadline was 2 January 2008, 5.30pm.

Launch of NetCo RFP

Singapore today took a step closer towards having an open access Next Generation National Broadband Network (Next Gen NBN), which will offer pervasive ultra-high speed connectivity by 2015. The Request-For-Proposal(RFP) is now open to all interested parties to submit their bid to design, build and operate the passive infrastructure layer of the Next Gen NBN.

Results of Application to Participate in the Pre-Qualification Exercise & Competitive Dialogue

IDA had commenced the formal Request for Proposal (RFP) process with the issuance of the IPCD on 15 December 2006 via the Government online Gebiz procurement portal. Interested private sector companies and/or entities were invited to demonstrate their capabilities to pre-qualify for the Next Gen NBN, based on a set of evaluation criteria that was clearly defined in the IPCD document, and participate in the subsequent Competitive Dialogue. The IPCD application was closed on 9 February 2007.

Objectives
The IPCD aims to

  • Provide the background and objectives of the Project;
  • Outline Project components and proposed structure, and explain IDA's expectations in seeking private sector participation;
  • Specify the objectives and terms and conditions for participation by Bidders in the Pre-Qualification and Competitive Dialogue process, and subsequently for the RFP;
  • Advise Bidders on the evaluation criteria for pre-qualification and short listing; and
  • Short list pre-qualified Bidders to participate in the Competitive Dialogue and RFP Phase 2.

Invitation to Participate in the Pre-Qualification Exercise & Competitive Dialogue

The Infocomm Development Authority (IDA) of Singapore will be commencing the Request For Proposal process with the invitation to interested private sector companies and/or entities to Participate in then Pre-Qualification Exercise and Competitive Dialogue (IPCD) to demonstrate their capabilities to pre-qualify for the bidding and participate in a Competitive Dialogue for the Next Gen NBN. The IPCD was issued on 15 December 2006 and has since closed at noon on 9 February 2007.

The Next Gen NBN received strong industry interest with 13 applications from a field of credible bidders. IDA is pleased to pre-qualify the following 12 bidders for the Next Gen NBN and invite them to participate in the Competitive Dialogue. Details can be found in this press release.

Expressions of Interest (EOI) to deploy services on Next Gen NBN - Registrants’ List

The Next Gen NBN EOI Registrant's List  is now available for download. Companies are welcome to register with the IDA if they are keen to develop potential services on Next Gen NBN.
