Project NIMS
(Next Generation Interactive Multimedia Applications and Services)
Project NIMS is a joint initiative by IDA and MDA to develop a strategy to build up capabilities, infrastructure and the industry ecosystem in the area of interactive multimedia application and services.
IDA and MDA will be conducting an Industry Dialogue (ID) to seek views from the industry on the following:
- Share IDA's and MDA's view on the current interactive multimedia services ecosystem and seek industry views on whether and/or how the ecosystem will evolve in the mid term to achieve the NIMS vision;
- Understand the potential barriers of entry for successful commercial deployment of NIMS in Singapore;
- Develop an approach to catalyse the industry in the development of NIMS; and
- Establish the need for a NIMS infrastructure provider to provide wholesale access for other retail services providers to deliver NIMS.

Launch of Qualification Exercise for Next Generation Interactive Multimedia Applications and Services (NIMS) Platform Request for Proposal (RFP)

IDA and MDA intend to jointly launch a Next Generation Interactive Multimedia Applications and Services (NIMS) Platform Request for Proposal (RFP) for the design, build, finance and operation of an open access video delivery platform which is capable of supporting the provision of interactive video services from multiple retail service providers. It is envisaged that this project will facilitate a more vibrant and competitive ecosystem for interactive multimedia, applications and services.
Parties interested in participating in the NIMS Platform RFP can now apply to be qualified by completing and submitting the necessary administrative forms to IDA by 12 Noon on 4 October 2010. The Qualification Document can be downloaded from this website. Companies who were successful during the Pre-Qualification Exercise held between 13-27 August 2010 would not need to participate in this Qualification Exercise as they have already been qualified to participate in the upcoming NIMS Platform RFP.

Launch of Pre-Qualification Exercise for Next Generation Interactive Multimedia Applications and Services (NIMS) Request for Proposal (RFP)

The Next Generation Nationwide Broadband Network (Next Gen NBN) will empower retail service providers to offer innovative next generation services to businesses and consumers. The Next Gen NBN will also create new ecosystems and market opportunities for the infocomm and media industries.
Both the Infocomm Development Authority (IDA) and Media Development Authority (MDA) recognize the changing trends of video consumption and the immense potential of interactive multimedia, applications and services, particularly interactive Internet Protocol Television (IPTV). TV viewing is morphing from the traditional one-way distribution of video into a two-way interactive entertainment-communication experience. Interactive IPTV services can ride on the pervasiveness of the new ultra-high speed Next Gen NBN that Singapore is deploying.
IDA and MDA intend to jointly launch a Request for Proposal (RFP) for the design, build, finance and operation of an open access video delivery platform which is capable of supporting the provision of interactive video services from multiple retail service providers. It is envisaged that the project will facilitate a more vibrant and competitive ecosystem for interactive multimedia, applications and services.
Parties interested in participating in the NIMS RFP can now apply to be pre-qualified by completing and submitting the necessary administrative forms via the Government online procurement portal, GeBIZ (www.gebiz.gov.sg). The Pre-Qualification exercise is intended to seek Industry's feedback and inputs on the proposed NIMS RFP, ahead of its launch later this year. This pre-qualification process opens on 13 August 2010 and closes in 14 days (27 August 2010).

Joint IDA-MDA Project NIMS Industry Dialogue on Adoption of NIMS Standards

IDA and MDA issued a Industry Dialogue on 20 May 2010, to seek the views and comments from the industry and members of the public on the adoption of NIMS standards.
IDA and MDA received ten submissions by the submission deadline of 21 June 2010 12 noon. The submissions are published here except for those made in respect of paragraphs 1.6 and 6 and any other parts marked as commercially sensitive. The entire submission from ESPN Star Sports has been marked as commercially sensitive and hence will not be published.

Joint IDA-MDA Project NIMS Industry Dialogue Phase 2

IDA and MDA have revised and released the draft NIMS Common Featured Set-Top Box (CF STB)) Requirements document on 2 July 2010 (referred to as "Draft Version 0.3") for further industry comments.
IDA and MDA aim to finalise the NIMS CF STB Functional Requirements document in the near future, and invite companies and/or entities that are interested to provide inputs, if any, to the Draft Version 0.3 document. For companies and/or entities that did not provide inputs earlier but wish to do so for Draft Version 0.3 may write to IDA and MDA to request for a copy of the document. 22 March 2010 - Draft Version 0.2
As part of Project NIMS (Next Generation Interactive Multimedia, Applications and Services) Industry Dialogue Phase 2, IDA and MDA released a draft NIMS Common Featured Set-Top Box Functional Requirements document on 18 December 2009 for industry comments (referred to as "Draft Version 0.1"). IDA and MDA wish to thank the companies and entities that provided inputs to the Draft Version 0.1 document.
IDA and MDA have incorporated key industry inputs. The revised draft NIMS Common Featured Set-Top Box Functional Requirements document is released on 22 March 2010 (referred to as "Draft Version 0.2") for further industry comments. IDA and MDA invite companies and/or entities that are interested to provide inputs to the Draft Version 0.2 to do so by 19 April 2010.
The Draft Version 0.2 document will be sent to the companies and entities that provided inputs to the earlier Draft Version 0.1. For companies and/or entities that did not provide inputs earlier but wish to do so for Draft Version 0.2 may write to IDA and MDA to request for a copy of the document.

18 December 2009 - Draft Version 0.1
Project NIMS (Next Generation Interactive Multimedia, Applications and Services) Industry Dialogue Phase 1 (IDP1) has concluded and is embarking on Phase 2. A key focus for Project NIMS Phase 2 is the development of technical specifications for common featured set-top boxes (STB). The common featured STB would support greater interoperability amongst IPTV operators and enhance consumer experience.
IDA and MDA invite the industry to participate and provide feedback to the NIMS Common Featured Set-Top Box Functional Requirements document. This document has incorporated relevant industry feedback from the Phase 1 participants.
Interested industry players can provide feedback according to the stated process in the document. The detailed process can be found in Part A of the functional requirements document - "Project NIMS Industry Dialogue Phase 2 - Common Featured STB Functional Requirements Part A (Document)", which can be obtained from IDA's and MDA's websites.
Formation of NIMS Panel for IPTV Standards Recommendation
8 February 2010
On 18 December 2009, as part of Project NIMS Phase 2, IDA and MDA had invited interested organisations to apply to join the NIMS Panel. The NIMS Panel will be responsible for recommending the appropriate IPTV standards that best meet the functional requirements for NIMS Common Featured (CF) Set Top Box (STB). The selected standards would subsequently form the basis of the reference guidelines for the NIMS CF STB that will be published by IDA and MDA.

Next Gen NBN will empower retail service providers to offer innovative next generation services to businesses and consumers. Next Gen NBN will also create new ecosystems and market opportunities for the infocomm and media industries.
IDA and MDA have identified Next Generation Interactive Multimedia, Applications and Services (NIMS) as a potential new ecosystem, with a possible focus on interactive IPTV. IDA and MDA are seeking views from the industry to shape a strategy to develop a vibrant NIMS ecosystem through an Industry Dialogue exercise.
This Industry Dialogue seeks views from the industry on how the current interactive multimedia, applications and services ecosystem will evolve over the mid-term to achieve the NIMS vision. This would include how IDA and MDA, in partnership with the industry, can foster the development of new market opportunities and business models for delivery of NIMS to end-users.
The Industry Dialogue will be structured in two phases. Phase 1 will be a broad-based engagement with participants on a set of topics. Relevant inputs from Phase 1 will be incorporated into Phase 2, where IDA and MDA may engage industry players on possible commercial, regulatory and technical implementation models. It is envisaged that IDA and MDA would conduct a pre-qualification exercise prior to Phase 2 to shortlist interested participants for Phase 2.
The Industry Dialogue paper is available on both IDA and MDA websites, and interested industry players can provide feedback according to the stated procedures.
