In April 2009, the new Infocomm Competency Management System (ICMS) will be launched to replace the Infocomm Training Resources and Incentives on the Net (iTRAIN).
Please be informed that the iTRAIN will be shut down on 1 April 2009 to facilitate the data migration to ICMS. During this transition period, online transactions such as Account Application, Course/Certification Endorsement Application, Trainee Enrolment and Claim Application will not be available.
For Sponsoring Organisations and Self-Sponsored Trainees:
- Online Account Applications will be accepted when ICMS is launched.
- For Claim Applications that are due for submission in April 2009, the claim window for online applications will be extended to 31 May 2009.
For Course Providers:
- Online Account Applications will be accepted when ICMS is launched.
- For courses and certifications that are approved for CITREP Endorsement with effect from 1 April 2009, the enrolment window will be extended to 30 April 2009 to capture trainees who have commenced their courses/certifications during 1-30 April 2009.
- Online Course/Certification Endorsement Applications will be accepted when ICMS is launched. During this transition, you may proceed to send the supporting documents to IDA for review.

Critical Infocomm Technology Resource Programme (CITREP) is a training incentive programme to equip Singapore infocomm professionals with critical and emerging skills, thus enabling them to enhance their employability and to improve their organisations’ competitive advantage.
The programme supports the course and examination fee for training courses and certifications in the following National Infocomm Competency Framework (NICF) skill areas with effective from 1 April 2008:
- Infocomm Security
- Interactive Digital Media
- IT Services
- Network and Communications
- Project Management
- Software and Applications
- Telecommunications

The CITREP funding support allows both infocomm and non-infocomm professionals to update and upgrade themselves in the dynamic, competitive and fast changing infocomm industry.
- CITREP: Critical Infocomm Technology Resource Programme
- For Course and Certification Fees Support, up to 50% of the nett payable course and examination fees capped at S$3,000 per trainee.
- CITREP Certification: Critical Infocomm Technology Resource Programme
- For Certification Fees Support, up to 50% of the nett payable examination fees capped at S$500 per trainee.

Note: CITREP funding does not support GST, registration and membership fees, rebates, incentives, discounts or any training grants offered by the Course Providers, Testing Centres or any other organisations in relation to the endorsed courses and certifications.
To be eligible for funding support under CITREP, a trainee must:
- Be a Singapore Citizen or Singapore Permanent Resident.
- Meet the admission criteria set by the Course Provider or Certificate Awarding Body.
- Commence all training courses or certification examinations between 1 April 2008 and 31 March 2009 (or otherwise stipulated by IDA).
- Ensure that the endorsed course providers or testing centres have submitted their enrolments for their intended courses or certifications on their behalf in the iTRAIN system before the commencement of the training courses or certifications.
- For Organisation-Sponsored Trainees:
The sponsoring organisation must be incorporated or registered in Singapore.
Employees of Local Government Agencies are not eligible. Employees of these organisations can, however, qualify for CITREP under the self-sponsored category.
- For Course and Certification Fees Support:
The trainee must complete the course and pass all examinations required by the certification or post- training assessment within 12 months from the course commencement date:
- with at least 75% of the training as per endorsed roadmap; and
- achieve the final certification status (applicable to certifiable programmes only).
- For Certification Fee Support:
The trainee must pass all examinations required by the certification and achieve the final certification status within 12 months from the commencement date of the first examination.
All course endorsement and claim applications must be submitted online via the online system known as Infocomm Competency Management System (ICMS). Upon successful submission of online applications, the applicants must submit the supporting documents to IDA.
The sponsoring organisations and self-sponsored individuals must have a valid ICMS account to submit a CITREP claim. To apply for a new organisation or individual account, please click here.

Trainees who wish to claim for CITREP funding must submit their online claim applications to IDA via iTRAIN upon course or certification completion. Please refer to the Claim Application Guide for detailed application procedures.
For Organisation-Sponsored Trainees, the claim application will be submitted by the sponsoring organisation.
For Self-Sponsored Trainees, the claim application has to be completed by the individual.
All claims for CITREP disbursement must be submitted to IDA within three (3) months from completion date of the last examination or final post-training assessment. Late submissions will not be accepted. Applications with incomplete supporting documents will rejected for processing.
