This framework outlines the procedures to be followed and requirements to be fulfilled by equipment suppliers seeking to register their telecommunication equipment for sale and use. Details are given in the document entitled "Guide for Registration of Telecommunication Equipment".
Equipment registration is based on the submission of the Supplier's Declaration of Conformity (SDoC). The SDoC signifies that the supplier has carried out conformity assessment on the equipment to IDA's Standards. The supplier declares equipment conformity based on results of conformity assessment, supported by test reports and technical documents.
IDA accepts test reports, which present test results of equipment testing done according to IDA's Standards by (i) testing labs recognised by IDA under a phase I mutual recognition arrangement; (ii) testing labs accredited by accreditation bodies recognised by IDA; or (iii) equipment manufacturers.
IDA also accepts equipment certification by local or foreign certification bodies recognised by IDA under a phase II mutual recognition arrangement.
With effect from 1 April 2011, IDA will extend the enhanced equipment registration process to include low power devices operating in the 5.4 GHz and 60 GHz bands.
In addition, IDA allows equipment suppliers to self-declare compliance to IDA Standards based on relevant test reports when they opt to apply for Confirmation of Conformity for their exempted equipment (e.g. single line telephone, facsimile machine) which is not required to be registered with IDA for sale and use in Singapore.
