As postage stamps are widely used to reflect and showcase a country's history, culture, values and national achievements, the Stamp Advisory Committee (SAC) was set up in May 1994 to advise IDA and the Government on general philately matters. The SAC is also responsible for evaluating and recommending to IDA the appropriate themes and designs to be used on stamps.
The role of the Stamp Advisory Committee (SAC) is to provide advice on philatelic matters as follows:
- To consider and make recommendations on themes to be adopted for stamp issues.
- To consider and make recommendations on selected designs to be adopted for stamp issues.
- Give advice to IDA and the Government on philatelic matters as and when required or requested to.

Given the significance of postage stamps in depicting various important aspects of a nation and the limited places in a year's stamp programme, proposed stamp themes must satisfy the stamp theme selection criteria before they would be considered for a stamp issue.
