IDA is entrusted with the issuing and approving of standards, codes of practice and advisory guidelines relating to information and communications technology under the Info-communication Development Authority (IDA) of Singapore Act.
This includes the establishment of standards and codes relating to (a) equipment attachment to telecommunication and radio-communications systems; and (b) interconnection of and access to systems of operators of telecommunication systems and services.
The setting of equipment attachment standards is carried out through the Telecommunications Standards Advisory Committee (TSAC) supported by the Telecommunications Standards Technical Committee (TSTC). Under this structure, IDA facilitates network access by setting technical requirements for connection of users' equipment with operators' networks.
These network attachment standards are used as technical specifications for approving terminal equipment for connection at the user-to-network interface (UNI). At the TSAC, the focus is on harmonising technologies and standards proposed for adoption by operators, in alignment with international developments.
Through the same mechanism and process, IDA also develops and publishes reference specifications and guides describing the network and network-to-network interface (NNI) standards adopted by operators in Singapore. Consistent with the policy of technological neutrality, these NNI standards are for general information of or reference by facilities-based and service-based operators, equipment suppliers and the public.
