IDA may grant exemptions from specific provisions of the Code of Practice for Competition in the Provision of Telecommunication Services where good cause is shown. (Section 1.6.1 of the Code)

Notification of Exemption Issued to Singtel

On 26 November 2004, SingTel requested for exemption from the obligation to offer co-location for Point of Access (POA) at the Yio Chu Kang Exchange due to its planned closure in September 2005. On 12 January 2005, IDA exempted SingTel from the obligation to offer co-location for POA at the Yio Chu Kang Exchange. The exemption will take effect until the closure of the Yio Chu Kang Exchange. The following notification of exemption was issued to SingTel on 12 January 2005.

20 May 2003

Notification of Exemption Issued to Singtel

On 28 April 2003, SingTel requested for exemption from the obligation to offer co-location for Point of Access (POA) at the Bukit Timah Exchange due to its planned closure in November 2004. On 20 May 2003, IDA exempted SingTel from the obligation to offer co-location for POA at the Bukit Timah Exchange. The exemption will take effect until the closure of the Bukit Timah Exchange. The following notification of exemption was issued to SingTel on 20 May 2003.

Notification of Exemption Issued to Singtel

On 20 November 2002, SingTel requested for exemption from the obligation to offer co-location for Point of Access (POA) at the Sembawang Exchange due to its planned closure in February 2004. On 10 January 2003, IDA exempted SingTel from the obligation to offer co-location for POA at the Sembawang Exchange. The exemption will take effect until the closure of the Sembawang Exchange. The following notification of exemption was issued to SingTel on 10 January 2003.

Notification of Temporary Exemption Issued to Singtel

SingTel has an obligation under Condition 27 of the Licence to provide Facilities-Based Operations granted by IDA to SingTel on 1 April 1992 (Licence) to implement number portability (NP) subject to IDA's NP requirements, guidelines and charging principles. In this regard, SingTel has a duty under Section 4.6.3 of the Code of Practice for Competition in the Provision of Telecommunication Services (Code) to facilitate the change of service providers by an End-User (as defined in the Code), including allowing the End-User to retain the same telephone number or network address and to continue to receive service using the same local loop.

SingTel filed its request for a waiver of the requirement to implement NP for the number level "6100 XXXX" obtained for its OneNumber Service. After careful consideration of the request, IDA has decided, pursuant to Section 1.6.1 of the Code, to grant SingTel a temporary exemption from its obligation to facilitate the change of service providers for the number level "6100 XXXX" (Temporary Exemption). The Temporary Exemption shall commence from and expire in 1 year from the date of the Temporary Exemption. The following notification of temporary exemption is issued by IDA to SingTel on 18 September 2002.

Notification of Exemption Issued to Singtel

Under the Code of Practice for Competition in the Provision of Telecommunication Services (Code), SingTel is required to offer duct and its associated manhole section (Duct/Manhole) as Essential Support Facilities (ESF) under Schedule 5C of SingTel's Reference Interconnection Offer (RIO). SingTel's offer of Duct/Manhole is for a period of 2 years from 29 September 2000 to 28 September 2002.

As SingTel's obligation to offer Duct/Manhole was due to expire on 28 September 2002, IDA decided that SingTel may proceed to cease offering of its Duct/Manhole as ESF from 29 September 2002. IDA would amend the Code to remove the requirement for Dominant Licensees to offer Duct/Manhole as ESF. Pursuant to Section 1.6.1 of the Code, IDA has therefore granted SingTel an exemption from its obligation to offer Duct/Manhole as ESF. The Exemption will commence from 29 September 2002 and expire on the date of operation of the amendment to the Code.

Notification of Exemption Issued to Singtel

Further to the earlier exemption issued to SingTel on 1 September 2001 on its obligations to offer co-location for Point of Access (POA) at Orchard Exchange, SingTel had on 26 October 2001 requested a further 6-month extension to the exemption from its obligation to offer co-location for POA at Orchard Exchange. The reasons cited by SingTel for slow progress of the rectification works on its MDF were (i) working space constraints; (ii) increasing operational difficulties in rectification works for upper levels of MDF; and (iii) faults encountered during rectification works.

IDA has carefully reviewed the request and granted a final 6-month exemption starting from 1 December 2000. This was in view of the difficulties and constraints faced by SingTel and to minimise service disruptions. SingTel was required to complete the rectification work by the end of the exemption period and allow co-location for POA at Orchard Exchange from 1 June 2002.

Notification of Exemption Issued to Singtel

Further to the exemption issued to SingTel on 30 May 2001 on its obligations to offer co-location for Point of Access (POA) at Orchard, City South and City Exchanges, SingTel had on 6 August 2001 requested a further extension to the exemption from its obligation to offer co-location for POA at Orchard Exchange. This was due to the operational difficulties and working space constraints encountered at the Orchard Exchange which had hindered the progress of the rectification works at the MDF. In view of the difficulties and constraints and to minimise service disruption, IDA has granted SingTel a further exemption period of 3 months starting from 1 September 2001 from its obligations to offer co-location for POA at Orchard Exchange.

On 1 March 2001 and 2 March 2001, SingTel filed its request for exemption from the obligations to offer co-location for Point of Access (POA) at Orchard, City South and City Exchanges. The following notification of exemption by IDA is issued to SingTel on 30 May 2001.
