IDA has granted 1800 MHz Spectrum Rights (2011) to M1 Limited on 1 April 2011.
IDA has granted 3G Spectrum Rights (2010) to M1 Limited, SingTel Mobile Singapore Pte Ltd and StarHub Mobile Pte Ltd on 25 October 2010.
IDA has received an application for the use of the radio frequency band from 2600MHz to 2620MHz, for the provision of wireless broadband service in Singapore. The 2600MHz-2620MHz frequency band is a "constrained" band because its use is subject to conditions that there will be no interference with neighbouring countries' networks, and the use in Singapore is not protected from interference ("non-interference, non-protected basis"). IDA is prepared to allocate the frequency in the band 2600MHz-2620MHz administratively, subject to the following conditions which IDA may amend at any time:
- The use of the frequency band is solely for the deployment of Wireless Broadband Access ("WBA") system for the provision of WBA service in Singapore;
- The use of the frequency band is on a non-interference and non-protection basis;
- The operator shall take all appropriate measures to resolve interference problems if they occur;
- IDA reserves the right to require the operator to suspend and/or cease operations in the event of interference and the operator shall comply without delay;
- The use of the frequency band is on an annual renewal basis, and there is no guarantee that IDA will renew the use of the spectrum;
- IDA reserves the right to allow the shared use of the frequency band with another operator and/or to require the operator to suspend and/or cease operations during events such as the CommunicAsia, the F1 race or the Youth Olympic Games;
- The operator is responsible for managing its customers and ensuring the smooth migration of its service in the event IDA does not renew the use of the frequency band or recovers the frequency band if there is interference to other radio-communication networks and/or services;
- The spectrum is assigned on a first-come first-served basis. In the event of competing demand for the spectrum, IDA will decide who to assign the spectrum based on:
- rollout commitments such as the scale and scope of the network rollout;
- credibility of the applicant including the financial and technical capability of the applicant to operate a WBA system for the provision of WBA services and to coordinate with foreign network operators in the border areas;
- how the applicant's network rollout plans fit with IDA's plans for the 2.5GHz band and
- public interest consideration.
IDA intends to make available the spectrum for assignment from 4 March 2010.
Pacnet Internet Corporation and Packet One (S) have made a joint application for IDA's approval to transfer Pacnet's WBA Spectrum Right in its entirety to Packet One. On 18 Nov 2009, IDA has approved and effected the transfer of Pacnet's WBA spectrum right to Packet One.
InterTouch and QMax have made a joint application for IDA's approval to transfer InterTouch's WBA Spectrum Right in its entirety to QMax. On 22 April 2009, IDA has approved and effected the transfer of InterTouch's WBA spectrum right to QMax.
