About the Request For Proposal

IDA issued the Request for Proposal on the Centralised Number Portability Database Solution (RFP) to invite interested ICT companies to submit proposals for the provision and operation of the Centralised Number Portability Database in Singapore.  The RFP arose from IDA's 2 August 2006 announcement to implement True Number Portability in Singapore from fourth quarter of 2007. The RFP closed on 6 December 2006 with a total of 6 submissions.

IDA will now evaluate the proposals submitted. IDA expects to appoint the Centralised Database Administrator in early 2007. The Centralised Database Administrator will be required, for a start, to develop a centralised database system that will inter-work with the fixed line and mobile services providers to enable the provision of number portability services to all end-users in Singapore. The appointed Centralised Database Administrator will also operate the centralised database system for seven years from the launch of True Number Portability.

Request for Proposal on Centralised Number Portability Database Solution

The Infocomm Development Authority of Singapore (IDA) issued the Request for Proposal on the Centralised Number Portability Database Solution (RFP) to invite interested ICT companies to submit proposals for the provision and operation of the Centralised Number Portability Database in Singapore.  The RFP arose from IDA's 2 August 2006 announcement to implement True Number Portability in Singapore from fourth quarter of 2007.

The submission deadline for the RFP will be on 6 December 2006.  All submissions must reach IDA not later than 1700 hrs.  IDA will evaluate the submissions and expects to appoint the Centralised Number Portability Database provider and administrator in early 2007.

A company who is interested in this RFP is required to send an email to the following person in IDA to request for a copy of the RFP document:

 The company shall provide the following details in its request:

  1. Company Name and Address
  2. Company's Designated Contact Person's Particulars (Name, Designation, Contact Number and Email Address)

A company who has requested for a copy of the RFP document will be required to execute a Non-Disclosure Agreement (NDA) with IDA. Upon receiving the company's request, IDA will provide the company a copy of the NDA for execution prior to the release of the RFP document.
