Assignment of Some Constrained Frequencies for Provision of WBA Services under Non-Interference and Unprotected Conditions

IDA issued an Information Paper on 8 March 2010 to clarify IDA's framework for assignment of frequencies under non-interference and unprotected conditions (see link). IDA has received an application for the use of the "constrained" radio frequencies from 2500 to 2512 MHz, and 2620 to 2632 MHz, for the provision of wireless broadband service in Singapore. After careful consideration, IDA is prepared to make available the above frequencies under non-interference and unprotected conditions, and in accordance with the framework, IDA invites operators interested in applying for the use of the above frequencies to submit proposals by 20 October 2011. The applicant granted use of the frequencies ("The Operator") will be subject to the following conditions which IDA may amend at any time:

  1. The use of the frequency band is solely for the deployment of Wireless Broadband Access ("WBA") system for the provision of WBA service in Singapore;

  2. The use of the frequency band is on a non-interference and unprotected basis;

  3. The Operator acknowledges that it is fully aware that its network may be subject to frequency interference from border area networks;

  4. There will be no recourse from/to IDA in the event that the Operator's network is being interfered with;

  5. The Operator shall not cause interference to other radio-communication networks and/or services;

  6. The Operator shall coordinate with border area network operators and take all appropriate measures to resolve interference problems if they occur;

  7. IDA reserves the right to require the Operator to suspend and/or cease operations in the event of interference and the Operator shall comply without delay;

  8. IDA reserves the right to allow the shared use of the frequency band with another operator for short term usage during major events and/or to require the Operator to suspend and/or cease operations during events such as the CommunicAsia, or the Singapore Formula 1 Race;

  9. The use of the frequencies is on an annual renewal basis, and there is no commitment that IDA will renew the use of the frequencies;

  10. The Operator is responsible for managing its customers and ensuring the smooth migration of its service in the event IDA does not renew the use of the frequencies or withdraws the frequencies.


In the event of competing demand, IDA will decide who to assign the frequencies based on:

  1. rollout commitments of the applicant such as the scale and scope of the network rollout;

  2. credibility of the applicant including the financial and technical capability of the applicant to operate a WBA system for the provision of WBA services and to coordinate with foreign network operators in the border areas;

  3. how the applicant's network rollout plans fit with IDA's plans for the 2.5GHz (2500MHz - 2690MHz) band;

  4. public interest consideration; and

  5. all or any facts, circumstances or matters which IDA considers to be relevant.

The frequencies will be assigned on a first-come first-served basis should there be no applications received by the time the 2-week application window closes. IDA intends to make available the frequencies for assignment from 21 October 2011.

The applicant granted use of the frequencies ("The Operator") will be subject to the following conditions which IDA may amend at any time:

  1. The use of the frequency band is solely for the deployment of Wireless Broadband Access ("WBA") system for the provision of WBA service in Singapore;

  2. The use of the frequency band is on a non-interference and unprotected basis;

IDA has received an application for the use of the "constrained" radio frequencies from 2600MHz to 2620MHz, for the provision of wireless broadband service in Singapore. After careful consideration, IDA is prepared to assign the frequencies 2600MHz-2620MHz under non-interference and unprotected conditions in accordance with the framework. Applicant granted use of the frequencies ("The Operator") will be subject to the following conditions which IDA may amend at any time:

  1. The use of the frequency band is solely for the deployment of Wireless Broadband Access ("WBA") system for the provision of WBA service in Singapore;

  2. The use of the frequency band is on a non-interference and unprotected basis;

  3. The Operator acknowledges that it is fully aware that its network may be subject to frequency interference from border area networks;
