The nature of business success in the infocomm industry is evolving and spotting untapped opportunities in the market is no longer sufficient. In today's environment, strong partnerships with large, established industry players will be critical to help iLEs secure a foothold in the local, regional and global infocomm landscape. Conversely, by partnering with iLEs, established players can leverage the iLEs' local knowledge and innovations to extend the adoption and pervasiveness of their technology platforms.
iLIUP promotes strategic, mutually beneficial partnerships between iLEs and infocomm MNCs. In the spirit of win-win collaboration, iLIUP's underlying principle is to foster partnerships that result in enhancing local infocomm capabilities and competitiveness, and translating these into increased market shares and revenues for MNC partners. iLIUP supports each MNC partner with a dedicated manager to develop partnerships with iLEs and ensure their success.
Since 2002, iLIUP has helped iLEs develop more than 560 new or enhanced products/solutions, trained more than 1,700 infocomm manpower headcounts, and gained more than $198 million revenue.
For iLEs:
- Receive priority access to the MNC partners' cutting-edge technologies to gain technological edge;
- Gain access to technical expertise and specialised training from MNC partners to reduce their product development time and costs;
- Leverage joint sales calls with their MNC partners to boost the confidence of potential clients in their companies' products and services; and
- Tap on MNC partners' marketing and distribution networks to reduce their time-to-market.
For MNCs:
- Embed their technologies into iLEs' innovative products and services; and
- Leverage on iLEs' knowledge of local business environment and specific industry domains.

The Infocomm Local Industry Upgrading Programme (iLIUP) established since 1999, promote strategic and mutually beneficial partnerships between iLEs and infocomm MNCs. iLIUP has fostered successful partnerships over the past 11 years, resulting in enhanced capabilities of iLEs, IP creation and market access.
It is now timely to review iLIUP to meet the changing needs and landscape of the Infocomm industry. As such, IDA will not be accepting new applications for iLIUP with effect from 1 April 2011.
