(Term: 1 April 2009 to 31 March 2011)
Critical Infocomm Technology Resource Programme (CITREP) is a training incentive programme to equip Singapore infocomm professionals with critical and emerging skills, thus enabling them to enhance their employability and to improve their organisations' competitive advantage.
With effect from 1 April 2009, CITREP has been enhanced to provide higher funding for course and examination fees. Organisations who sponsor their employees for training can also benefit from "Absentee Payroll" support under the Enhanced CITREP: Critical Infocomm Technology Resource Programme.
The Enhanced CITREP supports the course and examination fees for infocomm training courses and certifications in the following National Infocomm Competency Framework (NICF) skill areas:
- Infocomm Security
- Interactive Digital Media
- IT Services
- Network and Communications
- Project Management
- Software and Applications
- Telecommunications
The Enhanced CITREP allows both infocomm and non-infocomm professionals to update and upgrade themselves in the dynamic, competitive and fast changing infocomm industry. Sponsoring organisations and individuals are able to seek the Enhanced CITREP funding support when they attend the endorsed infocomm training courses and certifications.
The Enhanced CITREP provides the following funding support:
- Course and Certification Fees: up to 80% of the nett payable course and examination fees capped at S$3,000 per trainee.
- Certification Fees Only: up to 80% of the nett payable examination fees capped at S$500 per trainee.
- Absentee Payroll: The Sponsoring Organisations are eligible for Absentee Payroll support at S$50 per trainee per day, when they sponsor their staff for Full-Time Training. Full-Time Training refers to training courses conducted on weekdays, ie. Mondays to Fridays, between 8:30am and 6pm, with a minimum duration of 6 training hours.

Note: CITREP funding does not support GST, registration and membership fees, rebates, incentives, discounts or any training grants offered by the Course Providers, Testing Centres or any other organisations in relation to the endorsed courses and certifications.
To be eligible for funding support under the Enhanced CITREP, a trainee must:
- Be a Singapore Citizen or Singapore Permanent Resident.
- Meet the admission criteria set by the Course Provider or Certificate Awarding Body.
- Commence all training courses or certification examinations between 1 April 2009 and 31 March 2011 (or otherwise stipulated by IDA).
- Be enrolled by the endorsed course providers or testing centres for their intended courses or certifications in the ICMS system before the commencement of the training courses or certifications.
- For Organisation-Sponsored Trainees:
The sponsoring organisation must be incorporated or registered in Singapore.
Employees of Local Government Agencies are not eligible. However, employees of these organisations can qualify for CITREP under the self-sponsored category.
- For Course and Certification Fees Support:
The trainee must complete the course and pass all examinations required by the certification or post-training assessment within 12 months from the course commencement date:
- with at least 75% attendance of the training course based on the endorsed roadmap; and
- achieve the final certification status (applicable to certifiable programme only).
- For Certification Fees Support:
The trainee must pass all examinations required by the certification within 12 months from the commencement date of the first examination.
All course endorsement and claim applications must be submitted online via the online system known as Infocomm Competency Management System (ICMS). Upon successful submission of online applications, the applicants must submit the supporting documents to IDA.
The sponsoring organisations and self-sponsored individuals must have a valid ICMS account to submit a CITREP claim. To apply for a new organisation or individual account, please click here.

Trainees who wish to seek funding support from the Enhanced CITREP must submit their online claim applications to IDA via ICMS upon course or certification completion. Upon successful submission of online applications, the applicants must submit the supporting documents to IDA. Please refer to the Claim Application Guide for detailed application procedures.
For Organisation-Sponsored Trainees, the claim application must be submitted by the sponsoring organisations.
For Self-Sponsored Trainees, the claim application has to be completed by the individuals.
All claims for CITREP disbursement must be submitted to IDA within three (3) months from completion date of the last examination or final post-training assessment. Late submissions will not be accepted. Applications with incomplete supporting documents will be rejected for processing.
Course providers and testing centres who are interested to have their courses or certification endorsed under the Enhanced CITREP may submit their applications to IDA for endorsement via ICMS. Please refer to the Course/Certification Endorsement Guide for detailed application procedures.
