Wireless Broadband Market Development Call-for-Collaboration (CFC)

IDA announces that it has accepted the proposals from iCell Network Pte Ltd, QMAX Communications Pte Ltd and Singapore Telecommunications Ltd, for the two-year Wireless Broadband Market Development (WBMD) Call-For-Collaboration (CFC). The three operators will kick start Singapore's progressive deployment of a widely-available wireless broadband network with the launch of initial commercial services by Jan 2007 and completion of the full network deployment by Sep 2007.

The Wireless Broadband Market Development Call-for-Collaboration (CFC) proposal submission date was on 12 June 2006. The CFC is now closed for evaluation and is expected to be awarded in September 2006.

The Infocomm Development Authority of Singapore (IDA) is issuing the CFC on Wireless Broadband Market Development to invite interested Operators and Service Providers to submit proposals for the deployment of wireless broadband coverage in Singapore.

Objectives
 

The CFC on Wireless Broadband Market Development has the following two main objectives:

  1. To accelerate the deployment of wireless broadband by providing coverage in locations where users out of their homes, schools and offices can conveniently access wireless broadband services using data-centric computing devices.
  2. To catalyse the demand for wireless broadband services by increasing the number of wireless broadband users.

Network Deployment
 
The CFC on Wireless Broadband Market Development invites Participants to submit Proposals to provide wireless broadband at various locations that will be transformed into public wireless broadband zones ("Catchment Areas"). These Catchment Areas can be found throughout one of three geographic regions in Singapore:

  1. North
  2. East
  3. West

Timeline and Milestones - 21 April 2006

There were several requests from the industry to extend the CFC submission deadline and, after due consideration, IDA has agreed to accede to these requests.  Hence, the CFC submission deadline has been extended from 5 May 2006 to 12 June 2006.  Proposals must reach IDA no later than 1100hrs on 12 June 2006 (Mon).

The revised timeline and milestones of the CFC are given in the following table:
