To supplement the NEU PC Plus Programme, the Broadband-Only Scheme is developed in 2009 to provide broadband access to households who own a PC but cannot afford internet access. The Broadband-Only Scheme is applicable to students receiving assistance under the following schemes:

1. CDC & CCC ITE Bursary
2. CDC & CCC Polytechnic Bursary
3. Independent School Bursary (ISB)
4. MOE-FAS
5. School of the Art (SOTA) Bursary
6. Special Education School (SPED) FAS
7. Singapore Sports School (SSS) FAS

Successful applicant will be able to enjoy highly subsidised subscription fee for 1 Mbps unlimited broadband access with broadband device and internet filtering service at $1.50/month for 36 months.
