The Infocomm Development Authority of Singapore (IDA) has issued a Call-for-Collaboration (CFC) for e-freight@Singapore in partnership with Civil Aviation Authority of Singapore (CAAS). The e-freight@Singapore initiative is a process re-engineering effort to integrate the air cargo and logistics supply chain through the adoption of paperless air freight documentation to sustain Singapore’s competitiveness as an Air Cargo Hub.
The objectives of the CFC are to:
- Develop and promote an efficient method to manage paperless air cargo processes in Singapore.
- Establish interoperable data exchange standards, leveraging the defined messaging standards.
- Validate e-freight@Singapore key concepts of data@source and data reuse in the preparation of trade, regulatory and transport documents used in the air cargo export process.
- Promote adoption of the successful business process integration to more players.
Through the CFC, companies are invited to submit proposals for innovative solutions to support paperless air freight processing and to improve the capabilities of the sector. When the solution is fully deployed, the goal is to achieve productivity gains, improved work productivity, cost efficiency, time savings, error reduction and increased interoperability.

During a CFC industry briefing on 15 April 2011, details about the e-freight@Singapore programme and the CFC were shared with more than 170 participants from over 90 companies in the air cargo and logistics industry. The briefing was held at the Changi Airport Group’s auditorium. A Q&A session was conducted at the end of the session for participants to raise and clarify issues regarding the programme.
In addition, more than 90 participants from over 50 companies attended a CFC technical briefing and networking session at Mapletree Business City on 26 April 2011. The aim of this event was to provide an opportunity for technical and operation discussions and to facilitate the formation of consortiums to participate in the CFC.

e-freight@Singapore is aimed at integrating the air cargo and logistics supply chain, promoting the adoption of paperless freight documentation and improving industry capabilities. This enhances data accuracy by reducing repeated manual data entry, boosts supply chain visibility and eventually, leads to productivity gains in the air cargo and logistics industry.
The initiative is built on the International Air Transport Association’s (IATA) e-freight programme which promotes the capture of data at source, and its electronic transmission in an interconnected supply chain, for re-use in downstream activities. e-freight@Singapore relies on the global IATA E-Freight messaging format, which allows it to be extended to global air cargo operations.
e-freight@Singapore is a joint initiative led by the Civil Aviation Authority of Singapore and supported by the Infocomm Development Authority of Singapore, Singapore Customs, Singapore Economic Development Board, Changi Airport Group, IATA, The Singapore Aircargo Agents Association, the Singapore Logistics Association and the Singapore National Shippers’ Council.
