Proposed regulatory framework

Regulatory framework for 60 Ghz frequency band
Multi-gigabit wireless systems technology in the 60 GHz frequency band is an emerging area for products and services.

The Infocomm Development Authority of Singapore (IDA) is seeking views from the industry and members of the public on the use of the 60 GHz frequency band in Singapore. This is in view of new technologies emerging in the 60 GHz band and increasing interest from the industry to bring 60 GHz commercial equipment
into Singapore.

The 60 GHz band (57-66 GHz) is currently not allocated for use here. However, multi-gigabit wireless systems (MGWS) technology in the 60 GHz band is an emerging area for products and services in both the consumer and business markets. MGWS enables the delivery of wireless  personal area network and fixed wireless services. Possible wireless applications include home/office networking, wireless backhaul and temporary wireless connections during events.

The 60 GHz band could be used for deployment of short-range wireless links of 1 km or less, with high data rate and high bandwidth. It could offer a low cost, easy maintenance, highly secure and reliable alternative to other high capacity links at congested bands.

One application of the 60 GHz band, wireless high-definition (WirelessHD) technology is already available on the market through some consumer electronics products. These products could replace High-Definition Multimedia Interface (HDMI) cables by providing wireless digital video, audio and data transmission between HD equipment. The key advantage of WirelessHD is its ability to provide wireless, secure, and uncompressed high-definition video distribution. For example, a wireless video area network (WVAN) could be created in a consumer’s home among his set-top boxes, Blu-ray DVD players, laptops, home media gateways etc.

If the 60 GHz band is available, it could encourage the development of new mobile and wireless applications that would lead to even greater adoption and usage of ICT within Singapore. Since last year, IDA has also received feedback from the industry indicating interest to bring commercial equipment that operate in the 60 GHz band
into Singapore.

As it considers making available the 60 GHz band for use in Singapore, IDA would like to seek the views and comments from the industry and members of the public on frequency allocations, technical conditions and the regulatory approach.
